I would say it was a deep water fish and therefore needed to keep its eyes as protected as possible, whilst still being able to use the barreleye method of looking up and forward; therefore the simple use of a translucent dome on its head rather than thick, opaque skin would allow the eyes to be sunk back, whislt giving good "up" vision.
