I actually found this quite funny and look forward to my letter from the council calling me 'miss shorty' or something. What would yours be? I don't understand why the council would send a letter to a blind person. How are they expecting him to read it? It makes no sense at all. It would be like wasting your time talking to a deaf person or going down the gym with a wheelchair bound person. Sometimes I think this country is run by the loony left PC brigade. Some busy body has probaly said to some office underling; "Send a letter to Mr X. He's blind" and office junior has said "What's the point? He won't be able to read it" so office magaer has said "That's just the way the government wants things done now". I work with people with disabilities, have done for years and always do everything I can to be caring and do the best job I can. It's an amusing error which this bloke has obviously either totally overreacted to or decided it was a good way to get in the papers - or a bit of both. I get letters addressed to me all the time that have spelt my name wrong (which would also be an admin/human error) and I don't contact the local newspaper. So, to answer your question, I suppose I wouldn't be overly impressed at receiving such a letter on the basis that it was obviously not an accidental error and also an untrue accusation.
