He says (well according to the BBC) that there are players available but that they are not desirable for whatever reason,either because they're bad news or injury prone.

The England Under-19 international right-back played alongside Micah Richards and Daniel Sturridge as City reached the final of the FA Youth Cup in 2006, but hasn't been able to follow the pair into the first-team picture. "The age of 18 to 20 is a key time for any footballer - you are starting from scratch in so many ways," he told BBC Sport in April last year. "Next year will be make or break for me in terms of my future here. I know I have to earn a new contract, be pushing for the first team and hopefully be playing Premier League football. "That is easier said than done though.
