This instantly reminded me of a December 1982 episode of "Yes Minister"  Series 3 episode 7

I dont myself feel that the PL should breathe life into the lower league clubs.Should Waitrose help Debenhams etc etc

I disagree Old Nick. The Premier League can only thrive when the lower leagues are in a healthy financial condition. I agree that badly managed clubs should not be helped in normal times but these are not normal times and well run clubs are now vulnerable. The mega money clubs should step in if needed.

Other European nations thrive and they don’t have 92 professional clubs.

Since the premier league was founded, around 50 league clubs have played in the competition. I think that diversity adds a considerable and unique charm to the premier league. It helps it thrive.
