Almost certainly will never happen as it is a right enshrined in the 14th Amendment, and there is no way he would get a super-majority in both Houses, nor two thirds of State legislatures to support it. Quite possibly but it's really not the best thing to do when you are America's little brother and Trump is throwing his weight around. If Starmer had any sense he'd be properly sicking up to him to his face at least. It's just politics at the end of the day. Agree about NATO loads of countries got used to underspending and then having their share subsidised by America.
