A lot of the refs in the World Cup are quite stacked. Fit guys who can handle themselves.

 

Our refs are usually fat or weedy little spaccos. I would like to see more athletic refs.

Actually it was a certain goal denied, so the penalty should be without a goalkeeper. I think they do something similar in ice hockey (maybe our Canadian friends can confirm).
