Suspect Kim's knackered NK's already fragile economy and they've run out of money, hence the transformation. Use the Winter Olympics as a catalyst and open up dialogue to get some cash in

Perhaps the Chinese are putting pressure on (either financially or politically) to stop being such a bunch of nutters. Trump, loathsome though he is, does have a knack for schmoozing and pulling off a business deal. Perhaps he rubbed up Xi just the right way to get what he wanted in NK. Whatever the reason, I doubt life for the average North Korean will be improving any time soon.
