I think Charlie Austin would get into my list of 20 all-time greatest Saints strikers, based on their whole careers, not just with Saints.

In no particular order (just as they came to mind):

Alan Shearer

Kevin Keegan

Mick Channon

Ron Davies

Matt Le Tissier

Martin Chivers

Rickie Lambert

Ted Drake

Peter Osgood

Marians Pahars

James Beattie

Graziano Pelle

Ted MacDougall

Charlie Austin

Steve Moran

Rod Wallace

Phil Boyer

Sadio Mané

Gareth Bale

Terry Paine

Based on your criteria of their career he's nowhere near the top 20. Nor is Pelle and lambert would be struggling to get into a top 20 that was career wide, rather than as a Saint.

Joe Jordan

Frank Worthington

Mark Hughes

Kerry Dixon

Charlie George

Peter Crouch

Kevin Philips

Hell, even Dani Osvaldo could rate highly under your ridiculous method.

Stick to 20 greatest strikers in a Saints shirt, and no he won't get anywhere near that either

Charlie Weyman

Derek Reeves

Derek also scored loads for Bournemouth Gasworks who played at Alder Road Poole. One of the best pitches in the area in the late 1950's. Now has houses thereon.
