For the league cup it's 10% of capicity, not the 15% it is for the fa cup .

Could've been a police recommendation too maybe? This was the days before the bubble and the first game against them in a long, long time. Hampshire police might've recommended a larger allocation so there weren't pockets of skates hanging around the streets
