Some intent on coming to Britain are quoted five-figure sums to make the trip by air, while others are even believed to have spent as much as £12,000 to travel from France in inflatable boats. If a ship from, say, South Korea spots a dinghy in distress in mid-Channel is it duty bound to help? If so, does that mean those in the dinghy are the responsibility of South Korea? And if the SK ship ignores the distressed dinghy is it liable for any neglect? I say 'mid-Channel' but does the same question apply should the spotting happen in French or UK waters? Good point. Only if the distress call remains unanswered. To bring it back to the OP, I suspect these big rubber rings with migrants on board will have a hand held radio at best and do not leave sea area A1 maybe? Possibly because there have been any number of concrete boats built over the years...not sure about lead balloons though.
