One quote is : "It's a little bit insulting that both Welsh clubs will be classed as English," Tim Hartley said. Personally I don't see why they can't just remain as Welsh clubs playing in the English league (which is the reality of the situation and has been for years) and can't see why umbrage should be taken, anyway at least they haven't cried racism so far :)

Maybe they are? TNS (The New Saints), the best team in Wales, are based in England.
