Putting my biased opinions aside, this is absolutely the correct statement and viewpoint on this forum.

Misleading title, the report is not about the Best City to live in but bout the Economic Growth and potential of the cities. It discounts any city with a population, including Travel to Work Areas, of less than 250000. Be happy the economic potential of Southampton is bright.
