Given there was indeed a great deal to pack in, it was all the more surprising they persisted with the usual padding such as "coming up next", "50 years of MotD" and "tomorrow on MotD2".

There may be a contract limitation on the total time of highlights they are allowed to show. Can anyone confirm?

There's a limit on start time, end time and duration of actual match footage (hence all the blathering), though I don't know what they are.
