Lower numbers of years for parachute payments mean that if a relegated team are promoted again quickly then Saints get a % of the money. In the case of this season, Norwich being promoted after only one year in the Championship means that Saints get a share of the money Norwich would have had if they stayed in the Championship. Yes, just like the Skates did - but they'll get reduced amounts in L1 (or L2, heh) compared to the value of the payments if they'd stayed in the Championship because some of the "goodwill" money is based on divisional payments.
