I don't think that would indicate anything personally - Koeman would be well within his rights to stick with the midfield three who did well at Newcastle. If he isnt signing then you would assume they will look to sell next week to get something for him. However from what has been said so far its more likely than not that he won't sign IMO. Once things are made so public its usually a bad sign. Seeing as we know Morgan will leave and Wanyama could well attract interest, Cork should get a good amount of games next season but you couldn't blame him for wanting to be a first choice somewhere.
