I don't think she had to "resort" to getting them out, it wasn't a ploy for publicity or to cover up her inadequate voice. In the documentary "20 feet from stardom" (which was about black female singers) she just sighed and laughed when asked about it (in 2013).

 

The point is, she was sexy without even trying. From Madonna onwards they try way too hard. Just sing and if you're hot, that'll come through.
