It´s their age when the qualification rounds starts that matter. They can turn older during the Qualification and be overaged in the championship tournament. You may be thinking about the Olympic football under 23 competition that allows three over 23 year old players. To play for England under 21's in the Euro's and the Euro Qualifiers you have to be under 21 by a certain date near to the start of the qualifying matches.
