ebay bid retractions

Listed some stuff on ebay and someone keeps placing high bid amounts so they are the highest bidder, then retracting them with the reason that they placed the bids for the wrong amount. I'm assuming in reality they are just seeing what the current winners max amount was, anyone come across this before? Is that a fair assumption?
