Hardly a surprise really that the police aren't exactly ethical in their actions, doubt we'll see any action from the powers that be about this since as football fans we're obviously scum.

So that makes quotas ok then? Fans acting like dicks or not it seems a worrying trend that quotas should be put in place as it encourages arrests for statistics sake rather than for actually doing anything wrong.
