I've had to re-word the question as on it's past basis, you were right! But it's not who i'm looking for. ;) I will give you a point though but not right of next question.

Nope. He won titles at Rangers, but he was a Scotsman in Scotland therefore not a 'foreign' coach.

Nice try, but no. Plymouth did get two promotions as league winners but they were not back to back.
