relevant bits:

1. A player must have played for his country in at least 75% of its competitive “A” team matches he was available for selection, during the 2 years preceding the date of the application; - not sure he has

2. The player’s country must be at or above 70th place in the official FIFA World Rankings when averaged over the 2 years preceding the date of the application - fits

Will probably need to go to a Panel, which means he needs to fill the following;

The panel will normally consist of representatives from the relevant football governing bodies together with up to three independent experts. The FA will endeavour to ensure there are no conflicts of interest between the independent experts and the applicant club. If the applicant

club wishes to object to the involvement of any of the independent experts it must do so in writing at least 24 hours before the panel hearing, explaining their reasons for the objection.

The panel's terms of reference are:

- To consider whether the player is of the highest calibre.

- To consider whether the player is able to contribute significantly to the development of the game at the top level in England.

He'll probably get approved by a panel, however I don't know how long that takes.

A bit more from the bloke who broke the story.

Gianluca Di Marzio ‏@dimarziotweet @tcumner1986 @tancredipalmeri @officialsaints in these cases they usually leave to the other club (Penar) 30% of a future deal...

So a slight loss of translation, we will own 100% but pay Panarol 30% of any future transfer.

So in reality its a thirty percent sell on clause.

Lets not forget Rahdi was given a WP on appeal. Clearly of the highest calibre.

I never understood why that was so complicated to sort. He'd played in England for 5 or 6 years, for 2 different clubs. Represented Tunisia regularly. Why they refused the original permit is beyond me.

you know it makes sense ! done, according to this.....

Southampton have clinched a deal for Bologna winger Gaston Ramirez.

After several weeks of bitter negotiations, Saints were convinced by Ramirez's agent, Pablo Betancourt, to pay 70 per cent of his €14 million up front to close the agreement.

Sky Italia says the deal is now settled and the Uruguayan will be in Rome today to finalise his visa and immigration papers ahead of flying to the south coast.

google translation...

A sudden turn, decisive. The agent of Gaston Ramirez, Pablo Bentancur, is in England. It 'party yesterday morning, after an intense exchange of e-mail with Southampton. He convinced the president to pay 14 million for 70% of the card of the player. Abandoning his commission just to close the deal. 30% of the tag will remain so at Penarol and the player's agents. It 'a story he worked on in the late evening Peppe Di Stefano, confirmations are not lacking. According to sources close to Ramirez filters, then the deal is already closed. Expect only the last bank guarantees, performance bonds on the agreed amount, but this time missing very little. Only the latest details. Ramirez is in fact outside the EU, will serve a work permit to play in England tomorrow will be in Rome for the visa, between Thursday and Friday flight in England. The medical examination would otherwise provided in Italy, with the staff of the Saints arriving in the next few hours. When Ramirez has now left Bologna.

If he ends up signing lets hope it won't be an anti climax of the Skacel kind.

Wise words Toomer but somehow Burley and Skacel aren't in the same League in terms of class and ability. Fingers crossed he will be a massive boost to us but we still need some bog standard old fashioned Premiership defenders and, dare I say it, some pace out wide. Far too one-dimensional on Saturday.

Jeez go away for 4 days and this thread was STILL running!

Well, hope this morning's news is true, 'coz after Saturday we need something on the left & it ain't JRod

Just the Left? I was there too looked like more than just the left to me! A better defence Pace and and a bit more creativity required, the ability to win the ball back too could have been useful seconfd half! lets hope this deal gets sorted ASAP!

Because we were in league 1 and they assume anyone playing league 1 standard is not special and therefore should be EU players hopefully they will look at things a bit more quickly now we are in the premiere league

Yes but remember this kid is going to cost ten times more than Skacel did.

I think we are expecting more than just being better than Rudi Skacel.

The risk of Skacel level dissaspointment is very much there because the expectation will be miles higher.

But lets sign him first.

If he needs a work permit I doubt it would be sorted in time for Sunday which would be a shame. Maybe Lawro could help fast track it?

Watching the clips of Ramirez and reading some of the articles again reminded me how good a signing he would be. Much needed flair and creativity in the final third with an excellent shot. Just would need to get him on the ball a lot and use him in the right way - might be wasted stuck out wide.

How long did it take to get a work permit for Suarez or David Luis or any of those other Brazilians,Argentines and Uruguayans? Think it's only a formality if they meet the criteria set down by the FA to the Home Office.

14M Euros is about £11M up front, with sell ons covering the agent's and feeder club's shares. Could be good news very soon.

So basically we're paying the money to Bologna but Penarol 30% of any sell on fee? Not joint ownership per se but like a legal charge put over property? I guess this way neither Saints nor Bologna blinked first, it was the agent who did (unheard of?). Whatever, hopefully we'll be welcoming a much needed creative force into the team very soon.

I am sure I read somewhere on one the previous 95 pages that he has a European passport.

How sure are you? After a statement like that I think you're duty-bound to read through them and find the quote.

Hopefully, by the time you're finished he will be on the pitch against Man U. ;)
