Is that the same kind of affirmation when people say "clinically insane"? Are only certain qualified people allowed to determine clinical and non-clinical?

Someone on tv mentioned that you're clinically dead when your brain has no sign of life.... But they then went on to say that his heart stopped.

 

In my mind, that means you are an ex-dictator. You cease to be. Dead.

It means he isn't breathing and there's no blood circulation so his heart isn't pumping properly either/not at all. Probably being kept 'alive' on a machine. Death takes longer than just a heartbeat stopping though. The 'official' news will probably not be long.

 

I guess the loss of his dictatorship hit him hard.
