Ah, the joy of democracy.

 

Appoint "legislators" who have nothing to do all day except Legislate and achieve targets. And then let Jobsworth's implement them.

 

Would be interesting to know how many new laws are passed in UK each year - Parish Rules, City Rules, National Rules, EU rules...

 

And the important ones get buried or delayed because of it.

 

Quantity over Quality perhaps?
