If the government have approved them for use in pubs and such like, surely it should be OK to use them in the concourse. Test have proved they completely harmless to those smoking them so what's the problem? I've emailed the club so I'll see their response. I tried to explain to a steward that it's harmless though he told me that it could provoke other fans to smoke real cigarettes that's why it's prohibited. I only realised when the smoke blew in my face and it didn't smell. I can see the staff being funny about it tbh, but there's no reason IMO.
