Played by Helmut Bakaitis (born in Germany to Lithuanian parents and educated in Australia). His accent sounds English and this ties in with him primarily acting in shakespearing type plays. It's because a Received Pronunciation British accent or Mid-Atlantic accent is associated with people who are aristocratic and powerful, and the evil characters tend to have all the power over the little guy

Also I always imagined that the Hobbits came from Devon (the South hams to be precise). That said Worcestershire/Salop is the region that most think the shire was based on.
