If its the one I am thinking of, which pretty much blocks any attempt to boot up a decent scaning programme or antivirus (except for its own (fake) one)

 

You need to boot to safe mode and then run anti-malware or search and destroy to kill the little sh*t

There's another one around now that hooks into about a dozen different things in the registry (including the shell, in effect windows itself) so it still loads up even in safe mode.

 

My cousin got it, I ended up having to manually hunt through the registry to get rid of the hooks so I could then get MalwareBytes going to finish it off.

 

That was fun!
