I'm not sure it is "unexplainable". They are obviously saying that a nursery is a place where children are left and paedo's love the children, so the nursery will attract the paedo's. It's actually pretty sensible logic. When you consider the case against that fat woman recently, who worked in a nursery, not only might paedo's come looking for some action, but some might actually end up working there. And consider the child abductor who preys on the kiddies by tempting them into their cars with sweeties and promises of puppies - where would be the best place to do that tempting? A nursery, clearly.
