I wouldn't involve whingeing managers (their hypocrisy knows no bounds when it comes to refs. Think Wenger for a start). A good idea would be to mike the refs up, so their decisions are transparent throughout the game. It works well with Rugby. Currently, I think refs should explain decisions after the game.

I loathe the style of play that Stoke adopt, but how that tunc Neville stayed on the pitch when they played Man Poo recently is totally beyond me.
