I think it's part of the terrorist mindset to be on benefits - I mean, you wouldn't want to contribute to the economy of the enemy state, would you? If you are on long-term benefits with a large family, and taking every little bit you can whithout giving back, you're doing your bit to bring down the socio-economic infrastaructure.
