This was written somewhere or other on the 8th of August:

According to a report today by the Gazzetta dello Sport, there would be a little bureaucratic snag in the negotiations that will do Prado at Southampton. The transfer is in fact been frozen pending the response from the committee examine the entry of non-EU players in England. The transfer should still be completed in the coming hours, as soon as you get the clearance of the committee.

 

Ceded Do Prado, Cesena was just a week to fill the gap left by Brazilian and arrange every last brick (carriers) which are still missing to this Cesena.

 

As Italy is in the EU and he is already playing there how would his presence in England take a potential job away from EU players? Or maybe the Mafia arranged his permit there!

It just looks like a clumsy translation. He'll need a new work permit if he joins Saints. Work permits are issued per job, not per person, so you need a new one each time you move jobs. Should be a formality, but it is still a process to go through. I think that is the jist of the quote.

Yes, you need to be there for 1825 Days before you can claim dual nationality. As of the start of last season he will have been in Italy for over 3200.
