chelsea state he is CB, RB or midfielder, seem to remember plays for England U19 in defence as well, so we are not really playing him out of position.

No, he is a defender. Their OPINION is that he is better in DM.

Some people could argue Surman is better at LB, whilst others think he is wasted there.
