I agree with getting all precious but it seems to happen a lot more frrequently these days. the flags are draped over the balcony of a communal walkway,so VERY easy to be accidentally caught with a cigarette i would think

Those lower insurance premiums would save tax payers money which could be used to pay for flag poles.
