I'm thinking of selling a private plate

It's currently on my car, but i'm fed up with it and want to go back to the original number plate. As far as I can work out I've got to fill a few forms in and get a retention certificate and if I get this can I then transfer the certificate if I sell it? Does anyone have any advice?
