As mentioned above, mixing all the off topic rooms into one, or even just TMS and The Lounge would mean that there would be more people and therefore better conversation. Alternatively, rather than £5 per year, try £5 for life? Have a monthly raffle/lotto stylee thing for the full members accessible on the new website when it is up and running and funded by new member £1 from the £5 for example, and money from the advertising. I do fail to see why a site can survive for a few years on donations, but not on advertising income and donations? I do not claim to know all the facts and figures but would be surprised if the cost of this new mega forum to support the use costs a hell of a lot more?!
