Not that it makes it any better a decision but on the radio yesterday it was said Togo went against the advice of the Angolan authorities by using coach rather than a plane.

As I read it they are banned because the Togo Govt. stopped them playing and that is classed as

political interference and not allowed under F.I.F.A. regulations.

 

That's precisely the reasoning behind it. It's harsh considering the circumstances, but the rules are the rules.

 

As I understood it, hours before the game, the Togo team decided they wanted to play in the tournament but the government ordered them home.
