How do you mean?

 

There's not really enough detail to draw any conclusion (unless I've missed some key piece of info). It doesn't say how the guy was self-harming (nail clippers?machete?) or whether the guy turned this instrument on the policeman, or if he just got very upset, lunged at the officers who over-reacted and shot him. It doesn't suggest he was trying to kill himself, and then got stopped by the law, who then killed him. That would have been ironic.
