Look towards the end and you'll see he's been banned from entering into relationships with girls under the age of 16. Now I was under the impression that it was already illegal for men aged 22 (well any man whatever age actually) to have a sexual relationship with a girl under the age of 16 anyway? Or have I missed something?

I don't see that it does. I take it to mean they can't be boyfriend and girlfriend, regardless of sexual activity.
