I know us nutjobs keep banging on about it but if they had cared as much about Football League ownership scrutiny 3 years ago as they do now then they would currently be clawing their way back up the lower leagues as a phoenix club. The crisis-hit League 1 club, relegated twice after two administrations since winning the FA Cup in 2008, has been warned it faces a fan boycott and collapse in support and income if administrator Trevor Birch of insolvency specialists PKF goes ahead with plans to sell it back to British Virgin Islands-registered firm Portpin. A rival bid involving the Pompey Supporters Trust and a group of wealthy local businessmen has won the backing of the majority of fans who want to see an end to a cycle of financial instability at the club, which has had five owners in four years. The Trust is still in the running and was in pole position until Friday last week. But then it emerged that Mr Birch had come under pressure from risk assessors at PKF to make Portpin, the club’s biggest creditor, the owner for a third time amid fears of an expensive legal challenge if the fans’ bid was chosen. The administrators, who have run up a £1.3 million bill, are still to make a final, formal decision but have privately indicated that they now want to sell the club to Portpin, which is run by Hong Kong-based businessman Balram Chainrai and his Israeli business partner Levi Kushnir. The pair are loathed by many in Portsmouth, a city damaged extensively by German bombers in the Second World War. In March this year, Bob Beech, of fans’ group SOS Pompey said: “I’d rather have the Luftwaffe back in Portsmouth than Balram Chainrai.” In the face of fury from fans now demanding season ticket refunds, the administrators have tried to shift responsibility for the takeover decision onto the Football League, which must approve any takeover. But the league, also worried about the threat of legal action, has batted it back, saying it cannot make any decisions until presented formally with the administrator’s choice of preferred bidder. “Once the preferred bidder has been selected, the matter will be considered formally by the League Board,” a Football League spokesman said. The takeover battle will be a test of the League’s mettle and its newly-strengthened Owners’ and Directors’ Test, formerly known as the Fit and Proper Persons Test. One of the aims of the test is to stop former owners of football clubs pulling strings behind the scenes and forcing them into repeated administrations to rinse debt. Chainrai and Kushnir put Portsmouth into administration three weeks after taking over the club in February 2010. They took over again after Pompey exited administration in October that year and then in June 2011 sold the club to CSI, a consortium led by Russian businessman Vladimir Antonov. Five months later Antonov was arrested for alleged asset-stripping at a bank in Lithuania and in February this year Pompey were placed back into administration. Chainrai and Kushnir were key creditors of CSI and Pompey. They claim to be owed £18.6 million by the football club. Portsmouth’s city council leader, Liberal Democrat Gerald Vernon-Jackson, and the city’s two MPs, Tory Penny Mordaunt and Lib Dem Mike Hancock, have all backed the Trust and expressed fears that a Portpin takeover will lead to more financial uncertainty for the club and creditors. But earlier this week, Chainrai told the BBC: “We have the money and experience to take the club back where it belongs.” In a report to its annual general meeting last night, the Pompey Supporters Trust said: “At the time of the AGM, it appears that Portpin is now the preferred bidder, although they still need to convince the Football League that they should be assigned the golden share. “This is not a formality and we trust the League to fully investigate the background of Portpin’s involvement in the recent history of PFC. Should the League deem them inappropriate owners or lay down conditions that alter Portpin’s desire to own the club, then our bid remains on the table. “It is credible, sustainable and we believe it offers the best future for Pompey.” The League, which plans to dock Pompey 10 points for a second time for going into administration, has been widely criticised for approving the club’s last owners amid previous concerns over Antonov. Now when Portpin pulled out, PCC offered to loan the Trust £1.5m. Birch faced having to renegotiate the compromise agreements with the players. When Portpin returned to the table, falsely claiming to have been asked to do so by Football League, PCC, PFA and PKF, at a stroke they wiped out £7.5m of trust funding. The loan was conditional on there being only one bid and now the Trust would have to meet the player compromises if they wanted to stay in the game. The Trust managed to do this. They leveraged the development opportunity to solve the ownership problem. As for financial viability: the Trust has access to a large pool of cash funding - which probably amounts to something like £7m. I don't know precisely because I'm not part of the bid team and you don't negotiate by placing your cards on th table face up. £11m parachute payments plus £7m =£18m. These are the three key paragraphs for me. They leveraged the development opportunity? Sounds suspiciously like they are borrowing against something to get funds now... anyone any idea's on what they mean? Have the trust really got £7m in cash. We know the answer is no as they've not tried collecting the additional £900 from each of the £1k pledges yet but will they get £7m? Sounds optimistic to me. Oh and £11m in parachute payments, I'm assuming that they're including the £3m received in August which TB seems to be going through at a healthy rate, so probably on £8m left to come on that regard. At nearly 20 points adrift of the playoffs after only 8 games.... No chance. I wonder how much the club is worth to him in League 2. He will asset strip them.
