(I obviously have too much time on my hands!) Anyway, they responded today. Please see below: Thank you for taking the time to write to The Premier League. The Premier League Board has followed the Premier League Rule Book to the letter in terms of the player registration embargo imposed on Portsmouth Football Club and the withholding of broadcast monies in order to pay overdue football creditors, including both domestic and overseas clubs. The embargo was lifted with provisos in place to try to help prevent any further financial difficulties. I fully appreciate your concern as a football supporter. All decisions regarding the setting of the Rules are taken by a vote of the Chairman of all 20 clubs and not by Premier League staff. The role of the Board is to implement the Rules on behalf of the clubs once they have been set. As a League we have several rules aimed at ensuring good governance of Premier League clubs. We are not, however, responsible for the day-to-day running of the football clubs. One of the rules pertaining to the situation at Portsmouth is the Fit and Proper Persons Test (“FAPPT”), and it may be helpful if I explained a little more about this ruling. The FAPPT is an objective test that looks at whether an individual is allowed to become a Director of a Premier League club. The test does not focus on finance but checks that any individual looking to become an owner/director of a club has not been convicted of an offence that has led to a 12 month prison sentence in the UK (or overseas in a country where an equivalent legal system exists). You may also be interested to know that we strengthened the FAPPT last summer, and added a new rule meaning that all clubs must publicly disclose any individual that has a 10% or more stake in a club. This was introduced so that fans are made aware of who owns their club. This goes above and beyond any requirements by UK Company Law and are, to our knowledge, some of the sternest in place in any UK industry. We understand that Portsmouth supporters, as well as supporters of other league clubs will have concerns about the difficult position in which the club now finds itself. We would like to assure you that the Premier League Board continues to work with the officers of Portsmouth Football Club to ensure that arrangements are in place to settle all club liabilities as and when they become due. DM, I think it is pretty clear that PL rules will not allow the PL to "Advance Parachute Payments". Personally if I could I'd have a bet on it. What the PL CAN do is to assign the PL Parachute money to a 3rd party, who has previously been approved by the PL as a financial services provider. That money can then be "Loaned" to the "club" with a whole raft of strings attached. This will avoid the "special treatment" cries and as the process is basically approved anyway can be shown to be nothing new. Of course those strings will be pretty strong, starting with (IMHO) "You will STFU about appealing the 9 points dedution" and continuing with "to be used to pay creditors including HMRC to avoid WUO and save them for the rest of the season Of course it will not be enough to let HMRC approve a CVA which rolls their troubles over into next season when they can feel the full weight of the FL. They survive but get an extra year of problems for their new owners TSW.

Also the head of youth development has told all youth team players not to contact him anymore and to contact the office instead!

Now they came in with an SOA waiting on the table for them which should have immediately given them a good idea of the s**te they were in, or am I wrong? Yet they are claiming that they still don't have accurate figures on overall debt WTF, they then claim transfer instalments owed are AROUND 8-million etc etc. The do seem a little vague on what their doing at Poopey & if the claims are true, then just what have they been doing for those eleven days. Trying to glue bits of paper back together from the shredder maybe! Love that buisness for sale on the FT web site is Hilarious.
