I'm sure many definitions associated to C19 will look very different in a month's time!
He has been 'sacked' from his role as skipper of a Nuclear Submarine (and loss of additional money that would bring). This could well be the end of the road for him in the Royal Navy.
it is a fact that the take up where testing is freely available is much lower than expected/anticipated
many many more people than expected are just not bothering and whilst more capacity is being opened up elsewhere, 'others' are being encouraged to go and get tested where possible.
just passing on some facts...
if you are an adult and don't make loud noises with pots and pans at 8pm on a Thursday AND make sure it is clear you are clapping for everyone and not just NHS staff (what makes them so special)....

Ref COVID testing, other Govt areas are being 'encouraged' to get tested as the Govt are getting blasted for people not filling the testing capacity.
Not a huge amount the Government can do if people do not go and get tested.....
Just said on the prezzer that it is common that COBRA meetings are led by ministers and that journalists know this to be a fact.
whether that is right or wrong? Another matter...
