Trump has introduced his tariffs under the National Emergencies Act. Under that Act, Congress has the power to declare the "emergency" has ended, and if a motion is so proposed it has to be debated within 15 days. Knowing that many Republicans are actually ideologically opposed to tariffs the Democrats have announced they will submit just such a motion, thereby forcing the Republicans into a choice they really don't want to make. To counter this, and avoid this moral dilemma, the Republicans have passed their own resolution, declaring that the remainder of the 119th Congress will count as 1 day.
