I'm not so sure Gao is about nationality, but about him not having any money. Kat used to invest cash into the club, and when she sold up it was presented as something that would help the club grow and have a future. It quickly became clear that Gao can't provide that, and never could. He stretched himself as he hoped the club would grow in value and that hasn't happened. (In my opinion)
