This is just a poorly conceived attempt by Sturgeon to transfer the right to decide if and when to have another referendum, and on what terms, from Westminster to Edinburgh, so she can try to pressurise the UK government during the negotiations next year with a threat. I don't think May is that stupid. If Sturgeon comes forward with a binding proposal for a referendum on a fixed date I would expect May to agree. But that would be suicidal for Sturgeon.
