I can't explain the reasoning behind the particular decisions that were made in this instance, because I have absolutely no special knowledge of them. But I do know how and why Police budgets are set, how and why performance in the Police is measured, and how and why strategic and tactical decisions in public order situations are made in general. And based on those principals, the idea that the Police *want* disorder is total anathema. But hey, you already know how it all works don't you!! Arrests = £££!!! If there was any danger at all you'd take any notice I'd happily explain why that makes no sense whatsoever.

If there wasn't enough evidence to charge him, then he hasn't really been 'in court'. The disparity between rape allegations (and arrests) and subsequent charges is pretty huge.
