Best case for them is L1, a ten to fifteen point penalty for exiting this Administration without a CVA, and having to build a squad from scratch. Also I'm not convinced the Council can just summarilly issue a CPO, surley that would be subject to all sorts of legal challenge. Several chapters of this book remain to be written I feel.
