It really shouldn't take 5 minutes, when watching a game on TV the pundits often decide if it was on or off side etc within seconds by simply running the VT back a bit. No reason why that couldn't be done and radioed to the ref Instead of making it the appeal of the teams perhaps it should be the ref that asks for a rerun ? Pauses, hold up his hand and gets a 5th official to give his opinion based on watching VT Too much rides on results not to get it right
