I think it might be because the underlying behaviour, from a morality perspective at least, surely remains the same - it was the behaviour that inspired the rule. Assume the rule will be torn up after this, as amongst other issues there is clearly no direction on how to proceed in terms of a league or knock-out scenario - or indeed whether no such distinction should be made at all (given the rule makes no reference).
