Similar sized provincial clubs would be Leicester or Forest or Norwich or Sheffield Wednesday or Wolves. Before you even bother, QPR is an example of provincial club in London. Liverpool and the Manchester clubs are world famous so not provincial either.

For the semis they'd have to play Thurs (Champ L2) /Sunday (FAC) for the two semis. Europa teams have to do that loads of times. It's more of an issue if one of the play off finalists gets to the FA Cup final. But it won't happen.
